Kornbluth has a very cynical view of mankind but he dramatizes his dramatizes his cyncism he isn't preachy.

Trying to find short story about post-disaster survivors coming ashore from boats in ocean to find everybody dead from (if I remember) inter-generational mass slaughter.

A Mile Beyond the Moon is a collection of science fiction stories by American writer C. M. Kornbluth, originally published as a Doubleday hardcover in 1958, shortly after Kornbluth's death.
Whilst he has some interesting ideas and a better understanding of character than others, his style and structure do not hold up well for me, and often I was left crawling to the end of these pieces to be disappointed.

Jorgensson (Science Fantasy, September 1965) “Heresies of the Huge God” … “The Beast That Shouted Love at the Heart of the World” by Harlan Ellison (Galaxy Magazine, June 1968) Such a decision is tantamount to breaking an age-old agreement with the land-dwellers against making any such move as an act of trespass in spheres now determined to be mutually inviolable. The kind of stories that stay with you for a long time. It is the world of land-dwelling humans, which has become an utter mystery to those descendants of the humans who generations ago volunteered to alleviate population pressure by voluntary exile to the sea.
Kornbluth, but found this in one of the "Little Free Libraries" around town and noted the introduction by Frederik Pohl.
When I consulted my list of Books Read, I found I’d read this in 1974, too long ago to remember specifics, but I do recall the Dick and Ellison stories stood out — as almost everything by both did for me in those days. Stories set in bars and dirty apartments. It is war of watchfulness, industrial scale recycling and meticulous brigade-form policing against oxidation.
His research into nautical engineering, meteorology, oceanic currents, marine ecosystems, population control dynamics, and sociopolitical organization is pieced together in brilliant narrative form, and his extrapolations therefrom into a future, self-sufficient, sea-bound, human society conveys intense plausibility. I'm obsessed now. Just as the sea people developed a highly disciplined and honor-bound culture over the generations to cope with the harsh rules of the sea and the requirement to be totally self-sufficient, the land people had developed their own means of coping with the problem of overpopulation and limited land resources.
His world-building in terms of these seafaring folk paints a noble and convincing picture of collective ingenuity and service over self. Kornbluth. The scout team discovers that the landed side of humanity, though it was the fount of the civilization from which their own sea-going one sprang, has become something very odd indeed. Macfadden reissued the collection in 1966 and, as Manor Books, in 1972 and 1976. Why is it possible to bypass Android full disk encryption? What we have in this tale of deceptively simple yet subtly ironic title, is a work that could have been turned into an epic science fiction novel.
Several were OK and a few were boring. Many aspects of today's popular media culture are pointing in the direction he reveals in the evolutionary psychology of the land-bound folk.
I got Harlan Ellison to sign a Book Club edition of “Dangerous Visions,” and Robert Silverberg to autograph “Born with the Dead.” And I found a file card note to myself in back of “Dark Stars” that I’d put an asterisk by those titles because another fan attending the con that I befriended had seen me with a copy of that and had found one for himself in the Hucksters’ Room, and we’d promised to write each other with our impressions of what we’d read. That was in the 1930’s, when the future still looked pretty good (especially in contrast with the present) and in the 1940’s, when the defeat of the bestial Axis foe was supposed to open the gateway to Utopia.

The cover is by Ronald Walotsky. I was pretty close to giving this one 5 stars, but there were a couple of short stories in here that were a little on the weak side for me.

In particular, 'The Marching Morons' is clearly a predecessor to the sadly prophetic Idiocracy, and my personal favorite "It happened at 10 on TV (or whatever)" actually made me laugh out loud, with my favorite new mantra: "Poop Poop Poopy.".

As with all my Kornbluth recommendations I point you to the following volume put out by the commendable efforts of the New England Science Fiction Association: Dedicated to the Notion that the Novel is Not the Final Word in Reading Entertainment. Is it acceptable to email an author to ask for a copy of his book that is currently out of print? Let's get him published in cheap paperbacks again so that today's masses can discover him!
